how can i give an image a crumpled paper look? someone told me there is a built in filter but i can't find it.

I usually just use this procedure:

1. Press D to default colors
2. Filter.Render.Difference Clouds
3. Filter.Stylize.Find Edges

This gives an ok crumpled paper texture...use the levels (Image.Adjust.Levels) dialogue to make it more or less crumpled by moving the little black triangle...

If you are looking to take a file and then crumple that file i'd make the paper texture first save it as a displacement map and then:

Filter.Distort.Displace and use the paper texture as the displacement map...
or
Save the paper texture as a grayscale file then go Filter.Render.Texture Fill and select the paper file...make sure you perform this texture fill on a new layer filled with black above the original image and set the layer mode to multiply...

There's probably a million ways you could acheive this effect but here are some pretty simple ones...
