I followed this Neo frog tutorial(plastic pill) http://www.neofrog.com/ and here is the problem after adding gaussian blur to white I supposed to change layer mode to color dodge .in tutorial color doesn't change but in my case it turns in some crazy pink .Can any body tell me why is this happen?thanks

Color dodge can have a very strong effect. Did you use the same base color as he did? Did you use white for your blurred shape? If not, you can expect colors to change dramatically from his examples.

What version of PS are you using? If version 6.x, be advised that the color dodge effect reacts differently than it did in 5.x. The recommendation proposed has been to fill the entire color dodge layer with black first; then create your white shape, blur it, whatever. The black will disappear (black is invisible on a color dodge layer), but will somehow cause the layer to behave more like it did in the privious version. Hope this helps
