thats a new one...well...to inexperienced me, it looks like some text with a glow and some lighting effects and some scanlines

some lighting effects to get the beveled look on the edges maybe
than a layer with the scanlines
and layer blending modes... maybe overlay or soft/hard light
try it
play around with the layer modes until you get it right
but might i suggest making one that isn't that... commercial?
try using the tehnique to make it reflect your own style!

Elo....nice logo

This is the best and easiestI could get using gaussian blur, colour dodge filter, opacity and PS effects and basic scan lines.
S.PSD (390KB - layers invisible) and S.ZIP (172KB - layers invisible)
(layers are invisble to make file sizes smaller)
Hope this brings back some idea on how you did it.
