When you edit the text layer there should be three buttons: left justified, center, right justified. At least I think that's how it goes. Anyway, the buttons should be there in the same dialogue box where you edit the text. I can't image why they would be greyed out (and not sure what you mean by "toolbar"--there are no centering icons on the toolbar...).
