Well, you've made progress! I'll let others rip your code but I'll say this:
Your background needs to tile better. The edges of the image are obvious.
There's a great tutorial here
Also, think about fading the edges of the splash page image too. If you're using PS,
you can select all, select modify, border @ 5px, ok, go to edit, fill, black, 50%, and deselect.

I remember your site when I first met ya. This one's lots better. Keep your nose buried in that CSS book!

The image is better, not so static. Here's what I meant by fading a border. I just cut your image at random so you can do what you want of course. It just keeps the image from "growing". Not necessarily better than yours, just alternative...

Anyway, something to think about.

Hummm....

As an answer to you first post, Is:

http://www.charmedsite.f2s.com/

Better than

http://charmedsite.hypermart.net/charmed.shtml

The answer is no.

The overall layout you have choosen is really confusing. Don't split up you menu's Unless you have a good reason to. Having to look on both sides of the page to find a menu option is annoying. You still need to Tile you background more smoothly. Better yet! Remove it alltogther untill you get the layout complete. Then think about a Bsckground if you really want one. You could also use a mucg small Background Image and wouldn't even notice the difference. If you're after a pattent like this, aim for an Image about half the size you have now but Tile it smoothly and make it much less contrasting.

The white Table outilned around the menu options look bad. Why did you put >> in front of all of your menu options??

Don't center all of you text, It just makes it harder to read.
