One thing I love doing is surfing over to Google on holidays and famous people's birthdays to see what they've done with their logo. I think if someone wants to submit a logo for an obscure day they should be able to go ahead and do it. Maybe a simple email form somewhere? As for major holidays I'm not sure. If you have an open competition the logos will already have been seen by lots of folks.
