This morning my monitor is displaying some grey lines all across the width of the monitor. When I start up an application the grey lines are really prominant and move with the window. Pretty weird.

So.....do you think this is my monitor and/or video card going out? I can post a screenshot if needed. Not sure if that would be able to help or not.

Is there a way to test one or the other or is it just kind of a guessing game?

My guess is it's the monitor:

Do you have any other monitor you can hook up, to see? Otherwise try unplugging it, and replugging it in. You can also try reinstalling/updating your graphics driver.

Or maybe the monitor screen was streched past the edge, that can do weird things.

My other monitor is old and it causes the same thing. Its really noticeable on the destkop, but in games that use many colors, you can't tell.

I think you may be right ninmonkey. on heavy graphics and stuff you can't tell it but on the desktop it's really bad.

drivers are updated and i am going to check another monitor later on.

did the degauss thing..........no luck

did you recently rearrange stuff?
Once I had a similar problem...I have a fair amount of electrical equipment and cables running through my office. Once when I rearranged I got a monitor cable tangled with a couple electrical cables running behind my desk. I know those cables are supposed to be shielded, but I guess the magnetic field was too strong. The monitor acted funky -- just like you are describing.
Once I realizd the problem, I seperated the monitor cables from the power cables and have been living happily ever after.

Lower your monitor specs in the driver:
Look at the advanced button in your screen specs (Right click on desktop --> properties -->settings -->advanced) and try lowering some setting like refresh-rate, colors (32->16 bit) etc. But write down you original specs in case of trouble.

well........after doing everything i could including but not limited to: changing monitors, updateing drivers, changing refresh rates and blah blah blah. It would seem that my video card is going out. Gonna check that soon.

however, I did reagrrange some stuff the other day come to think about it.
I tried to move it around some more as mobrul suggested but with no luck stull.

Did you unplug the monitor, and replug it in? Once I accidently kicked the cord, but it didn't fully disconnect, and the screen was all tinted green, since not all the inputs were connected.

Nope, don't have onboard anything. I got an old video card just to check before i chuck out the money on a new one.
