i am making a bilingual page and need to be able to enter "s" , "z" and "c" with a "hatcheck"(if you know what that is (its those strange lines on top of the letter, like the french use )) . anyone know how to handle those characters?

A good place I check for this sort of thing is the W3C webpage for special characters.

You could also try using the Character map found under System tools in your Accessories, it's got every character for every font allowing you to copy and paste directly to your HTML code, although you won't be using the Character entity references this way, it should work fine though.
