Adobe Photoshop CS SDK is available for download in the partners section of their site. I don't know if they've discontinued the distribution of previous versions, but you should send them a mail to sort this out.

Well you now have to pay for Photoshop SDK and go through the approval process.

But the 6.0 SDK is on the Photoshop 6.0 Install CD under /Adobe Technical Info/Developer Support

If you are looking to produce filters and using PC you might also want to check out.

It's sort of an advanced filter factory, several people are producing comercial plug-in with it.
