I had always assumed that you create a pop-up window using dhtml (JavaScript or VB, etc); using the open function in JavaScript, for instance.

What is a real pop-up?

real popup = a new browser window summoned thanks to the target attribute of an A tag, or via a window.open( ... )
DHTML simulation = well ... a DHTML simulation of a browser window made of DIVs and what not.

Hope the things are more clear now,

With all the problems with people abusing "real" popups and all the counter-measures employed against them, DHTML simulated popups have added appeal.

Another potentially dangerous one, used by the phishing community once again.

I played around with that IE-specific createPopup() a bit (I assume that's the one you mean) a while ago - it still works under XP SP2 last I checked.. and you can still position one on top of the address bar etc. among other things. Quite disturbing.
