Does anyone know how to make FireFox show the scrollbars that are in the stylesheets, because I always see the WinXP default scrollbars on these sites.

The only way would be to bastardize FireFox to support NON standard CSS.
You could also install a nice Theme if you can't bear the WinXP default scrollbars.

The code that controls the style of scrollbars is IE's own proprietary code.

Other browsers don't use the same built in features of the OS to make their window stylings, and so can't be affected by the same code.
