People could select an item in their Cell to join the webring and place code in their page. Abuse could also be reduced by setting a minimum rank of III, IV, or whatnot. One issue I can already see being mentioned is the load it will present to the server. A valid argument, I agree, but perhaps more energy can be dedicated to finding an adequate solution if enough people show interest.
