If one goes back to the names of those in Congress who got the nice little packets, you'll find three common denominators: 1) the were strongly opposed to the Patriot Act, and vocally so, 2) they held positions of power and influence, 3) they were in politically safe and secure seats.

Terror generally has specific physical targets, but random human ones. The anthrax attacks, having specific human targets, were clearly not terror motivated, but politically motivated.

There is another common denominator in the attacks: 4) they got all the message and voted for the Patriot Act.
