As for the 'art' that they paid for...?: I don't see much in the way of graphics - a logo that I am guessing already existed, a couple of grey gradients, and a badly done photo collage. If they're happy with what they got, that's up to them, but if someone actually sold them on the concept that as a web designer they provided only the 'art', then they were swindled. FWIW.
