I was hoping to find a semantic tag for referencing a quote and got excited about the CITE tag. There's not much I can find anywhere that tells me it's exactly what I'm looking for but just wanted to run it through you opinionated persons and get your thoughts on the useage here, and what to expect if anything from the future of the tag...

Does that seems like the intended useage or not? Or does it really matter at all? I consider it to be a better solution than a span or strong or something that I might like to use elsewhere inside a blockquote...

Yep, <cite> would be the way to go IMO.

The cite tag is a real life saver. I was working for some professors who needed to cite research for their papers and was worried there was nothing to handle this. Thank goodness for the w3c specs eh?
