no no no, it's a secret lens flare effect that does that. In addition to photoshop you must download this secret 'plug in' that only uber-hackers use to color bikinis, lips or eyes of the girls they like in those black and white photographs. |

I think the hardest part would be designing the detailed textures of the lace materials, then using warp to countour them to the ladies bodies. |

The easiest way to do this is to start with a color picture, create a layer copy, desaturate it, create another full color layer copy with a layer mask and reveal only those parts where you want the color to show. |
