Gimp is excellent but it's gui is a nightmare for most windows users, especially if you're used photoshop beforehand (or any other graphics tool for that matter.) |

Second Paint.net, suprisingly good. Gimp is more powerful but it's got a much steeper learning curve particularly if coming from PS. |

Microsoft bought Creature House and it's Expression 3 vector graphics progam some time ago. (Which was free for both Mac and PC first, then pulled on PC, then Mac version disappeared...) |
