Topic: creating menu for dvd from mpeg? (Page 1 of 1)

I'm looking for a piece of software (preferably free) that will let me take an mpeg movie file and designate the chapters and ultimately make a dvd with a menu.

I've tried using TMPEG to convert the file to have the chapters defined and then used dvdStyler to create the menu. However, DVDStyler keeps erroring out saying that it can't jump to one of the chapters. Not sure what else to try. I've googled this topic more than I care to say with no luck.

Any suggestions on something that will take a file and let me designate chapters for a menu?
