there's something funny going on with the left hand navigation - it gains links at the top end on the 'rules' page (at least)

the site is finished a few days ago.
in this few months of existence,we have received a visits from all most
imporant world institutions : united nations,banks,central banks,states,cities,police,european commission...
the list is very long and much interesting.

there is nothing ilegal in this site.
what is illegal ?

Absolute positioned css and tables don't mix imo

font tags, nested tables, html 4.01, inline styles, using break tags that aren't closed, marquee tag...

Not a lot of good stuff going on here. And I have no idea what the site is even talking about. Sorry...it just doesn't make sense to me.

Probably a scam. In a few months it's going to disappear and keep all your money. Besides ... currency that can't be used to buy anything has no value. Just doesn't look trustworthy.

OT I know, but The Venus Project seems to be along the same lines, if you're interesting in that sort of thing, their website could do with a looking at too

From the site design point of view, your website is very simple and clean enough.
From the realibity point of view, it looks not feasible enough.
That's just my thought.
