Project Sprouts is what you should use if you intend to do Open Source ActionScript, or just non Adobe CS Flash.

I would also recommend using the FDT plugin by Powerflasher for Eclipse, it's trial ware, but within 30 days and using Sprouts you'll understand why it's the way to go.
