Can I be a Mad Scientist/Psychotic please?

Well yes you could but the Doc just doesn't hand out those powers. Stick around the Asylum, contribute and if a position becomes available that needs filling the Doc will ask around and if you've demonstrated skills in that area then you could be in with a chance. It might also help if you get involved with a sub-project like PSPong or Distributed Computing that spawns its own forum.

If you see a section that needs moderators then it is worth asking the Doc if he is looking for help in that area.
