Basically nearly all browsers will struggle with having setting the z-index for some embedded objects or frames. See the resources below:

CommunityMX article discusses setting the wmode attribute (in the html of the page that contains the swf) to opaque or transparent:
seems to solve dHTML and z-index issues (with browsers that support it naturally, and Opera is not n the list!)
