Voting?

What's the deal with voting pages up or down? Is this some kind of popularity contest? What makes a page worthy of voting up? What would warrent voting a page down? So many questions, so few answers. I still can't find the med nurse that has the little black pills. I think the nurse is keeping them for his/her own self medications.
