Isn't it just a model aircraft really? I mean he isn't actuall going to be able to blow stuff up with it when it's finished, and probably doesn't want to. I mean, I can see the point that it might educate others as to how you might go about this, but he isn't even encouraging anyone to make one or use one to blow something up.

To be frank I don't think he will have much problems in getting it to fly legally (pun intended). After all it is just a flying unmanned drone.

In the first stages it can easily be qualified as a model airplane (radio controlled), there are no limitations on appearance or power source on those other than a weight/thrust ratio limitation that's quite easy to stay within.

His problems will come in obtaining permission to fly it on GPS-navigation only unless he can prove that he can obtain positive control (visual and avionics) over the drone in case the GPS fails or if he is overflying sensitive areas.

In order to do that he will probably need a high-power transmitter/reciever for avionics and an onboard camera (which he is planning for). The camera part might give legal problems, over here you'r not allowed to do areial-film/photo everywhere without permission.

But from a construction standpoint this should'nt be too hard. There are modelairplanes at least this advanced (less the GPS-controlled avionics).

umm isnt cruise missile a fully autonomic unmanned weapon that works on its own once given a target and sent off to fly? or am I confused?

A real cruise missile is unmanned and navigates by comparing GPS-data (real time position-data) with stored very detailed topographic charts of the route it is supposed to fly.

However, load it with an onboard camera instead of explosives and it becomes a flying unmanned surveilance drone used for intelligence gathering.

The specialized recon-drones use GPS and charts for "boring navigation" plus remote control over data link to take a closer look at interesting things.

What I'm saying is that he probably wont be allowed to fly this contraption on GPS & charts only, he must be able to take positive control of it like a recon drone if needed.
That is if he wants to keep it legal.
