Is there by any change exist a DLL / CGI Scripts or APPLET that will automatically generate a thumbnail and automatically be added in an HTML? some sort of a bot.

You'll probably need some kind of server-side scripting (which actually is what you were asking in the question I think) - like PHP's GD, etc.

You might want to let us know a bit more about your plans though so we can answer your question better.
