Layers are more or less like sub-image within the image itself. it can be floating over the 'background' (the base image), transparency and many merge methods. They are one of the most useful thing of PS, so i recommend you to learn to use them. |

could it be that you have several layers but the upper layers are opaque so when you select the lower layers you cannot see the changes being made? if this is the case, select the layer you wish to work on, then click the eye icon on the layers above it to make them invisable. you should now see any changes you make to your selected layer |

Experiment with Jpg compression, so you can get high quality in low filesize. |
