My printer says that it prints in 360 dpi but when I created a 1 in by 1 in box in 360 ppi it was much bigger that 1 inch. Is there another number that I have to use for the ppi on the image?

You must set the ppi resolution of the picture in your paint program to make sure your printer "knows" it. In photoshop, it's in the Image > Image Size menu. To change the (print) resolution without resizing your image, you must uncheck the Resample Image checkbox before.
