On my forum, when I scroll down (in netscape) and I want to click on a link, the screen just pops back up, and doesn't do anything else. Misteriously there are also 2 scrollbars on that page, and I think that's the source of the bug (somehow). the forum's URL is http://www.3d-community.com/forum.php . Just try clicking on the feedback forum on the bottom of the page for example (only Netscape, not IE, nor Opera). I used Netscape 7 to generate this error.

Does anybody know why this error occurs??

I'm using Mozilla 1.3a at the moment and couldn't reproduce the effect you described, everything's working fine here.

So that's probably just a bug in the Mozilla version Netscape 7 is based on (I think it's 1.0.x). Don't know if it could be caused by some mistake in your forum's code though...

I managed to fix it.
It was because I had
overflow:auto;
in my css file... I don't know why Netscape misinterpretes it, but it does.
