Not that I'm aware of.
The only solution I know of for popups is Mozilla

You can do that when you know the name of the new window.

NameOfWindow.close()

If I'm correct, bareass, I think you're wondering how to keep pop-ups from showing up on your own site, yes? Which would mean you're probably hosting your site on Geocities or some such free host.

I believe there are scripts out there to be found that might help, but remember that killing those pop-ups would violate your terms of service agreement and your site would probably be removed as a result.

Another solution is to use Brinkster, which offers free hosting with no pop-ups, they also have really good servers, so everything loads really fast.

Check them out here ----> Brinkster Free Hosting

{edit - by the way, I use brinkster, you can click on my sig. to see what a brinkster page looks like.}

If you put a script at the *beginning* of your page, like this:

<script type="text/javascript>window.open = new Function();</script>

then popups won't work on the page. However, you have to get that script in before the popup code on the final page, or it won't work.
