If you want to get back into the web designing first try offering your services for free to a charity or something you are very interested in. If its graphics then you can't do much better than the sig competition, make it or pspong to hone your skills (or check out the links to PSPong brothers if that don't suit). Just try something that is fun or interesting rather than something that feels like a chore. It should be worth bearing in mind that sometimes you should just jack things in and try something different, however, graphics/web design are such flexible skills that they will always be useful.
