I've recently been trying to figure all the legalities of creating web sites for payment. Not that I have any big plans, but just in case some work come my way I want to be able to do it and know I don't break any laws.

Today I called the local city office, asking about sales tax, and whether or not I need to collect that. The lady's answer was pretty unclear, to say the least.
It seems to me though that web design is a service and not tangible goods, and therefore I need not collect any tax. Am I correct in this? At what point would I need to collect tax? If I deliver the web site on a CD? A logo design? Web Site on a CD business card? A print-out of a design?
I've searched on-line and have not find any information about this.

Well.. I guess if you are registered as a business then you should collect taxes...but thats just my quess..

But if you are not... I guess then you don't have too...

I mean, you don't pay taxes when you buy certain things on the internet right?

When I registered here (Nevada) the tax office gave me a handout addressing what I could and could not do as a "designer". I was given a paper to take to the city saying I did not need to collect sales taxes, but I was limited on what I could provide (sale) to my clients. Basicly, if you sell a tangible product (cd business cards) you would need to collect sales taxes. You can provide the design of the cards without collecting tax on the design. I believe web design would also fall under 'services' and not be taxable.
