What is the easiest/most effective way to convert PhotoShop CMYK images to PhotoShop Spot Color images, with specific PMS numbers?

Hi garmp. To give you the best answer I can, I'm afraid you're going to need to be more specific.
Are you speaking of solid cmyk builds or an overall duotone or what?
Do you need solid pantones or mixed?

You can convert the color mode from CMYK to Multichannel, then change the color for each channel to a pms color.
