Umm... use a modicum of difference clouds for displace and a spatter? Then drop a few splats in with the paint brush. Just a guess off of the top of my head. You can probably find a font for the text, like drugpusher or something. Actually, prolly just a spatter and some paintbrushing. Sounds good to me. Yeah, that's the ticket. Forget the difference/displace.

Hey thanks warjournal! I tried that but it's hard to get a cool randomness to it... is there filter that could somehow distort/do this effect?

Hopefully this can help a bit, with some added information.
http://gurusnetwork.com/tutorials/photoshop/droplets.html

Pay attention to the noise, blur, and threshold steps. Do this on multiple layers, with a different amount of "threshold" steps for each. When you achieve a decent randomness, do some erasing, and load PhotoShop's "Natural Brushes" (in the brush menu)

There are spatter brushes in there, of varying radii so that you can fine tune the look.

Finally, to rough up the text a little, you can either render the layer, and play with the Crystallize filter (under pixellate) or, render it, give it a slight blur, and set the blending mode to "dissolve".

Hope that all combines to at least give you a few better ideas <img border=0 align=absmiddle src="http://www.ozones.com/forum/smile.gif">

Maybe I'm old-fashioned, but I'd just use the paintbrush with round brushes strategically placed...

I think I deserve to use the old-fashioned excuse. I've been doing this for long enough...

Go to Image Then adjust. Then Light-Contrass or Hue/Sat then change to the color you like and play around with the Wet Brush on a seperate layer......That is just my guess of playing it.
