I imagine that you're referring to the border around the background image? If this is the case, a simple use of layer masks and clever usage of artistic brushes is the way to go. If you're talking about the actual image used in the background, I'd have to spend more time on it. I imagine it's a photograph.

If you look close at the pic you can tell its an ariel photo of some landscape.

To me it looks like a photo of a large crowd of people given a kind of sepia effect.

thanks for the help i was talking aboutthe border around the picture..The background picture itself is a pic of an arena full of people..but again thanks for the help

I would use a layer mask, airbrush to get a general shape, set to around 50% opacity, then do the same thing, except set the above layer to about 80%, and to diffuse. This is theoretical only, however. I haven't tried it.

It also looks like they have a really tiny grid overlayed on the top. That would be easy enough to do...
