when I open an image lets say it has 18widthx24height, and I move it into a blank document of sizes A4, the image change into a 6wx8h image. How to fix this problem?

18x24 what ? inches ? pixels ? cm ? smurfs ?
what's the DPI resolution of your images ?

The solution lies in the DPI.

it's CM and the DPI I don't know is there a way to find out? you mean the DPI of the new document or the original picture?

Image > Image Size > Resolution ( the drop down menu with the items Pixel/Inch and Pixel/Cm )
To learn more about DPI and image resolutions : Help > PhotoShop Help > Search > type "DPI" or "image resolution"

I mean the DPI resolution of BOTH images.

Imagine you have 2 images of same resolution in CM, but image A is in 150 DPI and image B in 300 DPI. If you copy the image A in the image B you'll see that the image A is actually 2 times ( in X and Y ) smaller than the image B.
