Wow. I used Plesk to password protect a single directory (not linked from here at all) and I removed it. Now both links I gave should work. BTW, I don't like Plesk as much as cPanel, my former control panel which was on my former host, I almost miss it. *sigh*
I like the layout. I don't like the banner graphic. Doesn't look to pixel arty to me. I also don't like the headers on top of each page. You have the tabs that change colors if you're on "Blog" then that's blue but then you have "Blog" right under that. Kind of redundantly doing the same thing twice if you ask me. :P I think you should do something with the tabs as well. Maybe put a little house shape for the blog part or whatever if you get what I'm saying.
At0mic_PC: I get what your saying. The top banner part needs to be more pixely, so I'll se what I can do about that. Kill the header part and the tabs more creative and less uniform. I see what you're saying.
HZR: I'm going to advance on that and allow people to view all PHP files involved with the site apart from the file containing the database credentials. Some people just like to see how things work, so why stop them? Do you think this is a bad idea?

Security wise I wouldn't say it's the best idea, but as long as everything like database credentials and similar isn't shown that shoudn't be an issue. I still can't see why anyone would be interested in the server-side stuff, but that's just me :-)
I actually quite like it, it's very old skool reminds me of my C64 and Atari. However there a couple of critisisms, but it's up to you if you feel they are important or not so don't take them to heart.
1) The orange and navy blue clash horribly, makes it really hard on the eyes and makes my headache this morning worse!
2) The tabs are difficult to read, there's not enough contrast, it's difficult as you have three colours going on there, I like the idea for them, and it's good that they are text, but they are difficult to read.
Ok, I changed the menu to monitor-like devices that get a little static when you rollover them. Please tell me if there are any modifications you suggest.
I think it's much better than your other version, I like the bits of graphics you've added and I think it was a good idea to use a bright background colour. However, the lack of space above the zavaboy's lounge logo (which looks nice imo) feels very uncomfortable. Give your layout some air, especially if you're not using the bottom of the page...
I'm not quite sure about the "lightning effetcs" on the tabs on roll over, I find them slighlty irritating... Maybe the flashes are a bit too fast?
I made the static less flashy and more uniform and subtle. As for the top, should I move it? I mean as content is added (and there will be a lot of content, especially on the main page) the bottom will fall, so do I want to add a little room to the top as you suggested?
Yup, add some more room between your header and the main content.
Also, if you're really going for 'pixel art layout', I'd suggest adding custom drawings on the sides of your main block... As it is now, your layout is really too 'square' to be nice to the eye.

Currently, your layout is only made of a single and very simple big block. You called that topic 'pixel art layout', and perhaps the layout was made pixel by pixel, but I wouldn't call that pixel art layout. IMHO, pixel art does not consist in drawing a few boxes and rectangular shapes... This would be a good example
What I was trying to suggest is that you have to refine your images
Ok, exclude the "art" part... I'm not a pixel artist, I didn't know "pixel art" had such a precise definition. Forgive me for my ignorance in this area.
