I moved my site under a frame and i got a horizontal scrollbar that i didn't want or need.
If i set the scrolling to no, i lose the vertical scrollbar in FF.
If i set the scrolling to yes, i get the vertical bar back in FF but I get the outline of the horizontal one at the bottom.
i've tried a dozen different things...all that work in one browser but not both at the same time.

any help would be appreciated.

why?
I would recommend not going that route, as the benefits are minimal, if they exist at all, and the problems are many.

The nature of a frame is to allow for planar scrolling. That means if you want something in a frame, you must have the ability to scroll to the right and to the bottom. Short answer is take it out of the frame and the dreaded HSOD will disappear.

I'm sorry. There are no benefits of placing your entire site in a frame that cannot be done better with other means. If you'd explain what you're trying to accomplish, I will gladly give you the cheap, safe answers to solve your problem.

Also, for what it's worth, you might try a more appropriate DOCTYPE.

code:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Frameset//EN"

Ok....i knew you guys were going to ask why the hell i would want to suddenly move my site to frames.

the short answer: the urls look better.
I screw around with my site, i have tried about 15 different CMS and/or open source solutions in the last year mostly for fun. The site still has at least 4 of these: pixelpost, wordpress, coppermine, phpbb.

The latter do not make it easy to have pretty urls. So i thought, hey, why not drop all the suckers under one frame? That seemed to be the easiest way..if not I have to tweak 4 or more different softwares.

so now I get:
http://www.sleepingwolves.com/
everywhere
instead of:

Wordpress: http://www.sleepingwolves.com/blog/?page_id=53

or Coppermine: http://www.sleepingwolves.com/portfolio/albums/userpics/10001/DSC_8220.jpg

seemed like a good idea at the time. one day i will settle on just one solution, but as I said before i'm a software junkie and i love to tinker with actionscript, js, php, css, etc....even though i'm a just a generalist

MOD_REWRITE for the win!
or if you can't get your head around mod_rewrite, do as I said in passing variables to external css?, that is, use pretty URLs everywhere and use your 404 page to output the page with the ugly URLs.

Yes, but the URL is an important part of indicating to the user where they are.
Using a frame removes the ability to

1) know where in the site you are

2) bookmark that area of the site

This *kills* usibility IMO. Everyone at your site knows your domain name...they don't need to see it all by itself in the address bar.
Honestly, of all the reasons to use frames, this is perhaps the worst one I've heard so far

Listen to Poi if you are worried about how pretty your urls are. Personally, i couldn't care less about the url issue...
