Does anyone know what filter will do this effect? Thanks for your help as always.

I'm afraid I don't understand the question...
what effect are you referring to?

I've only used the filters supplied by photoshop for years now so I've no idea what's on offer commercially.
Having said that, I don't see anything on that image that a single filter could create "in a click" so to speak.
To me it looks like selective saturation and de-saturation with perhaps a curves layer. May also be sharpened but the image is too small for me to tell.

Looks like HDR done in a half decent way + curves (or maybe just curves) ... HDR usually means that you take 2-7 shots of exactly the same thing with slightly different exposures and combine the photos in photoshop or in a specialized HDR application.
Google HDR Photoshop tutorial and you'll find tons of stuff.

I think you're looking for the sports car filter. It's a little on the pricey side and has the added dissadvantage that there's a different filter for each model, and you all so have to pay extra for optional add-ons. But, it works like a charm.

Just create a new image, fill it with your favorite color (for example, blue), select the filter, add a couple of options, press a button and BANGO!!... a fancy image of a sports car..

.

Or there's the Pimp filter.
Select an old heap of a motor, click, vrooom.

Thank you smart asses. I have seen this effect does quite a bit and thought that someone might have developed a point and click filter for it. Thanks for the other tips though, I do appreciate it.

Well if you're looking for a "point and click" method, Photoshop HDR actions may be your answer.
