Open a photo, create a new layer, fill it in red then set that layer's blending mode from normal to color.
It might look nice to play around with the Curves on the underlying layer afterwards.

Are you sure that is not a duotone?

Doutone would work as well, using it's monotone mode. I however would avoid saving as a doutone, this mode as it is only realy useful win producing spot color image in EPS/DCS workflows and even then it's a bit flaky. One can however use it like a filter converting back to RGB or CYMK upon completing the coloring.

Besides the three already sugested, One can also do the following:

A: Select a forground color,
B: Create a Hue/Saturate adjustment layer
C: Check the colorize button, in the Hue/Saturate Dialog and play white the sliders until you get what you desire.

It's a Doutone, or to be correct it's a monotone. It could be created using doutone mode, by first converting it to grayscale mode, then doutone becomes an option. Pick monotone from the type drop down and click on the color swatch to pick a color, and click on the curve and adjust to taste.
